According to this article from CNN, NYC Mayor Bloomberg has apparently decided that there is a group of people who should be excluded from the tenth 9/11 Memorial at Ground Zero: the first responders!
Not that he's not sending them invitations to attend. He's actively prohibiting them from attending.
